

Title: Release at Industrial Complex, Risk Assessment and Response Action Outcome Client: Major Fuel Distributor Location: Arlington, MA Key Features · Emergency response to release of #6 heating oil from UST overfill · Risk assessment conducted to allow UST to remain operational · Response Action Outcome and site closure Project Summary During a late-night delivery of #6 heating oil, a UST was overfilled and caused 150 gallons of #6 oil to be discharged to two surface areas, near the fill pipe and a remote vent pipe. A licensed spill response team conducted response actions to contain the surface spill, including pumping a series of impacted catch basins. Another LSP for the emergency contractor (Emergency Response) recommended significant soil excavation and replacement of the UST to address residual contaminated soil. Wheatstone’s LSP conducted assessment activities to soil and bedrock, and a site-specific risk assessment of subsurface conditions that included historic overfills. He allowed UST to remain operational, eliminated need for removing and replacing tank, saving money. He also documented the differentiation of the release from an earlier release of hydraulic oil servicing an elevator, from a tank in the vicinity. Wheatstone was able to file a Class A-2 RAO to achieve permanent site closure. This work saved the client significant costs and delays by allowing the UST to remain active. Wheatstone’s LSP also coordinated efforts on behalf of the major fuel distributor with its insurance carrier, providing documentation and consultation to allow the client’s coverage to be put in place. |
