

Summary Wheatstone was retained by a property owner to evaluate a site formerly used as a dry cleaner in Arlington, MA. The client was also dealing with a MassDEP Notice of Noncompliance (NON) for the listed site. The property was contaminated with tetrachloroethylene (PCE), a dry cleaning solvent, released during its former use. The Challenge The property, currently operated by a motorcycle dealership, was found to have contamination due to a release of PCE; this was discovered during the removal of solvent tanks. The site was previously owned and operated as a dry cleaning business. Action was never taken to remediate the conditions; the property was sold in December 1993. In August 2007, the MassDEP issued a Notice of Noncompliance to our client, a new owner, for failure to submit required MCP documents. Wheatstone was retained by the Reality Trust to conduct response actions relative to the solvent release. Wheatstone evaluated the site conditions for the nature and extent of the PCE in the soil and groundwater and for critical exposure pathways and potential vapor potential intrusion pathways to the commercial building and a nearby residence. The Solution In December 2007, Wheatstone negotiated with MassDEP on behalf of our client, an Administrative Consent Order without Penalty. The site is currently moving toward a RAO with a permanent closure. To return the site to regulatory compliance, Wheatstone first submitted a Tier II Extension, and subsequently performed subsurface investigation to evaluate the potential source and extent of chlorinated hydrocarbons in the soil, groundwater and indoor air. Current data with a Method 3 Risk Assessment is allowing the site to achieve permanent closure. |
